Should I bother applying to federal agencies after college, or not even bother because for the most part my chances will be slim. Should I instead focus my attention to local/state departments.

If interested, you should apply to the feds during your senior year.

I would apply to every agency you are remotely interested in. If the agency doesn't want you now, you can always keep applying every 2 years or so. Persistence pays off. Straight out of college I would say your best chances are going to be with the Border Patrol or USSS Uniformed Division. I graduated from college two years ago, applied to about 4 agencies then and just now am at FLETC, but I have had other offers that I did not take. I have never wanted to work state or local so I didn't, you don't have to if you don't want to.
Most of the people I am working with now are either college, military, or local PD ex's. It's going to take a minimum of 1 year of processig time to get the job, I would suggest getting a job in something you are interested in locally, and doing well in it - don't get fired, etc., and do push ups, situps, chin ups, and run every other day. Maybe take the time to get started on a foreign language you are interested in as well.
