An article in the Government Executive, dated November 5, 2007, titled "DHS touts success in senior-level hiring" states:
"..... DHS studied the agency with the highest attrition rate -- the Transportation Security Administration -- and encouraged officers who might have otherwise left TSA to move elsewhere, such as Customs and Border Patrol."

Seems to me that transferring from one Agency with morale problems to another with similar issues is not the solution.
P.S. On a positive note, I hear things are improving at both Agency's.
