Does anyone know if the GPO falls under Executive or Congress?

I think they are independant.
From their Web site:
Unlike most Federal agencies, GPO operates much like a business — it is reimbursed by its customers for the cost of work performed. GPO also receives two appropriations each year. One pays for the cost of congressional printing, and the other to fund the cataloging, indexing, distribution and online access to Government documents, through the FDLP.
I think it is Legilastive. A couple of years ago there was a rumor their police (security) department was going to be absorbed by the Capitol Police. That's the only basis I have for thinking that it is Legislative.

If someone were to ask which of the three branches of government a particular Federal Agency/Department/Office fell under, and you were to answer: the Executive Branch, you would be correct the vast majority of the time.
Although I'm not absolutely certain, my guess would be that the Government Printing Office falls under the Executive Branch.
As North Patrol indicated, GPO's website doesn't really provide a definite answer, but I'm basing my guess on the fact that the GPO's "Public Printer" or Chief Executive Officer is nominated by the President and then confirmed by Congress; the same process as other Executive Branch appointments of high-level Federal Executives.
richcecil: I hope my response doesn't cause more confusion ..... now if someone were to guess Judicial Branch you would have four choices to pick from! (Sorry, my poor attempt at humor) Good question!

Thier own website makes it sound like they are all four! Makes no sense to me. I know that thier 0083 Officers now have to be sworn, and thier discription of thier PD says they have a statatory power of arrest. Had some interest, just looking to bail out of DOD.

Hi guys,
FWIW, it's legislative branch.
I was going to post URLs, but the board says I don't have enough messages yet.
However, if you go to gpoaccess dot gov, then click "View All" under "Executive Resources," then click "U.S. Government Manual" (closer to the bottom of the page), then click "Browse the 2007-08 U.S. Government Manual," you'll see it listed under Legislative Branch.
Or go to Wikipedia and search for the topic "Independent agencies of the United States government"--it's listed there, and it appears the Library of Congress is a similar, independent agency under Congress.
lwtb: Nice job of research. Thank you!
richcecil: Now that lwtb has resolved your first question ...... you know the Job Series is 0083, but do you know the pay schedule you would be under? General Schedule (GS), General Government (GG), or some other Non-standard system/schedule?

They called me yesterday and offered me a tenative offer. they do not know the pay yet, they are not sure they can meet my current pay or even come close. I will keep you up todate

If the pay is reasonably close, make sure you compare and factor in the total pay and benefits packages, including opportunities for advancement.
As you probably are aware, the majority of Federal employees fall under the General Schedule, or GS "pay schedule" which makes it easy to compare pay-per-grade from Agency to Agency, e.g., GS-0083-07 (pay schedule-job series-pay grade) is the same from Agency to Agency.
Unfortunately, the Federal government uses dozens of different non-standard pay schedules, e.g., General Government (GG), Administratively Determined (AD), etc., many of which are not "published". So, a Grade 07 under one pay schedule can make dramatically more or less than the same Grade under another pay schedule. Then there's pay banding ......
Make sure you are comparing apples to apples. Best of luck with the offer!

The National Security Personnel System ("NSPS") is one of the dozens of non-standard systems within the Federal government. Correct me if I'm wrong, but they appear to use the "Y" series of Pay Schedules:

Unfortunately, its the same government, same bureaucracy, same BS. You will have to learn, like the rest of us have, to improvise, adapt and overcome!
.
My issue with it is it was suppose to make the rateing process more "above Board" but everything I have seen in the class makes it so easy to manipulate ratings. And it leaves open to personnal interpretation what is above and beyond. So if you have a committee made up of workaholics, you will never get a good rate.

When "Pay Banding" was first proposed (3 or 4 years ago?), the major concerns were the ones you have cited: too easy to manipulate, too open to personal interpretation, favoritism, cronyism, etc. Unfortunately for those Agencies and Departments which have fully adopted pay banding, it is a fact of life, and all you can hope for is that whoever evaluates you will feel you should be at the top of the pay band rather than at the bottom of a pay band.
Do you know what pay schedule GPO uses? What do you think they will offer you?
.
They were trying that MAX HR crap, when I was with TSA..
Pay banding sucks bad....Like the above man stated, TO EASY FOR FAVORITISM...LOL Anyhow isn't there a 00 step, like 7 step 00 retention pay, I think they call it in the GS series, to bring transfers...or should I say Govt. employees over to a different agency to match thier pay??
