MET is really the opposite of Snowcap and FAST, and was formed by Thomas Constantine when he was the administrator and didn't think DEA should even be in foreign countries.
When we lost five agents on one day on a Snowcap mission in 1994 in Peru, he used it as an excuse to cancel the program (he canceled it so suddenly, that the last Snowcap agent training session was still ongoing at the Fort Benning Ranger School, and a class was only three days from graduation when they got the news).
Snowcap was a huge program before it was canceled, and it sounds like FAST is heading that way.
