I know this is old news, but apparently Bush is pushing for reductions in HS funding, while this may seem bad, it can actually be a great opportunity for restructuring. Here's how I would


TSA-- increase FAM's and Behavior Profiling --Screeners go back to private or get major retraining (10% detection rates:eek: K-9 needs to run 98%)

Border and Immigration -- Centralize, don't break them up instead of ICE, CBP, and USCIS, have Immigration, Customs, and Border not mixed! With increased cooperation, of course

Color Codes --SCRAP, go to 3 levels, normal precautions, heightened precautions, specific precautions, separate system for each threat area

"Wishfull Thinking".... TSA will never go back to the private sector. CBP will never go back to two individual agencies "Prior 09/11". Cooperation "MAYBE"???? :eek:
