Good luck to all those that apply. I am currently at the tail end of the application phase, and everyone I have met from the agency is top notch in my opinion. Seems to be a great agency to work for if you are fortunate enough to get selected.
I submitted my online app at the last announcement a few months back, but never heard anything?
Should I go ahead of submit my updated resume, or is there a waiting period?
If anyone knows....

IMO I would wait a little while longer, but that really depends on how long ago you initially applied. If it was over the summer definitely give it a little while longer.
When I applied it was during the summer of 2005. I had given up on hearing a response until I received a phone call towards the end of the year. But to be completely honest it was later on related to me that my paperwork had been put on hold due to Hurricane Katrina decimating the Gulf Coast area. With the mess that the Hurricane created I had almost forgotten about NCIS (lol).
The best advice I can give you while going through the application process with NCIS is to be as patient as possible. Be prepared to wait several months, and possibly longer, to hear any word about moving forward in the process.
With all of that said everyone I have met in the agency has been top notch. I wish you the best of luck, and give it your best shot when you are contacted for the next phase in the process.

Did you apply online? If so I am not to familiar with the online system, specifically if it would be a viable option to even attempt to update your resume. When I applied I sent my packet via U.S. Mail.
If you haven't received a "thin letter" as of yet chances are your application has been accepted (take that with a grain of salt though). Usually the "thin letters" go out before anything else...like test dates for example.
If you get an invite to take a the applicant exam, and pass, afterwards you will be scheduled for a pre-screen interview, and if that goes well, later on a formal panel interview will be scheduled. It is at both the pre-screen and Panel interview where you will be able to update your qualifications for the position applied for. Or at least thats how it went for me.
