In what aspect? The most difficult thing was to get in to the government system in the first place, once you were on board, moving laterally to other agencies was very easy. When I say easy, I mean you have to apply to the desired job announcement and if you meet the criteria (are hired) then it's a matter of filling out the proper paperwork. The hiring agency will take over from there and pretty much do everything necessary to get you, your family and your household goods to your new assignment destination. The difficulty lies in the fact that no matter what agency you work for there will always be some incompetent wonder that will screw something up and leave you hangin' somewhere along the way. Not to mention that you have to pack and upack all those figgin' boxes (AS I'VE DONE A HUNDRED TIMES BEFORE!!), transfer all your mail, basically uproot your whole life, REARRANGE YOUR ENTIRE EXISTENCE, TOTALLY SHIFT YOUR WHOLE SYSTEM OF ORGANIZATION AND SENSE OF STABILITY EVERYTIME YOU TAKE A NEW ASSIGNMENT!?!?!?! NOT THAT PACKING AND UNPACKING ISN'T FUN!?!?!?!?! NO...REALLY, IT'S A TRUE JOY TO SEE ALL YOUR STUFF AGAIN....LIKE CHRISTMAS, ONLY DIFFERENT!!

I transferred from one federal agency to another. I had to go back through the new agency's academy even though they were located at the same place and the training was very similiar.

It is generally easier to go from one federal agency to another than being hired from scratch but there are a lot of variables, like if you are applying for the same series job, what your grade is, what your security clearance is, and many others.

Some agencies will not make you go through their entire academy program if your are coming from another federal agency, but as in my case, sometimes they will.
