What they look for?

I was wondering do Federal agencies pay a lot of attention to gpa. I have a 3.2 right now. I didn't what that to have a bad effect on their decision. Besides background what else do they strongly look at. I'm only in one organization and have a job as a RA at one of the dorms. Do they look at those people that are in 3-4 organizations. The reason I ask is because I know I will be at a disadvantage when I apply compared to those applying who already have years of experience compared to my none.
