It's all about offering the best package you can. That package can be comprised of your degree (what it is in can be very iportant, depending on the agencies that you are interested in), experience (not always necessary, but always an asset) an military experience (much like LE experience, whether active or reserve).
I've worked with guys that were Naval Academy graduates, guys who were MPs with no degrees or civilian LEO, guys who were hired right out of college from the co-op program, as well as guys with degrees what were SF and then later SWAT memebrs on local PDs. It's all about what you bring to the table... the more the better.
