It is really impossible to say. The conditional offer thing is not a long tradition in the USMS. Most often people did not hear anything until they were offered a job.
From my interview to academy start date was about 8 months. The process was very different back then... a lot more applicants and hired as an 1811, straight-away. On the other end of things, during Shining Star, the entire process was often done in a matter of a few months. Then... you also need to consider that we are still in a continueing resoolution.
... so, as I first said, it is impossible to know. Sit back and be patient. Try not to get your feathers ruffled (such as your "5 weeks later" comment). It's the nature of the federal system. ...at least you are still in it!
FWIW, there is no psych eval in the USMS.
Also...you are in luck with the new system. You'll "automatically" get your 1811 after a few years.
