No. I've met some who were previously corporate fraud investigators, HR managers, professional athletes, military, teachers, businesspersons, accountants, etc. However, being a cop first will give you excellent training, and allow you the opportunity to do criminal investigations that may be relevant experience when applying to the feds later.
While there are certainly those out there who have been hired just after revieving their degree, it's not exactly the rule, but rather the exception. Also, depends on if your degree is in a field in high-demand by the agency (like Computer Science degrees have been lately with FBI, or accounting degrees were for DEA before their current hiring freeze). Just because it does and can happen does not mean it is likely to happen. Those hired with "just a degree" likely have other factors - too many to list here, but include foreign language skills, previous work experience, leadership positions, who you know on the inside, internships, etc.- brought to the table that help give them a competative edge.

I'm right out of Grad school with at Masters in Criminal Justice. Right now, as I'm typing this I'm in the middle of nowhere (Artesia, NM) at FLETC with the FAMS.
So you certainly can get a Fed LEO job right out of college and with out any prior LEO experience.

Having some type of job skill is always a plus, but the federal govt. is a strange machine and sometimes they hire people straight out of college. There is no method to the madness and if you ever figure out the fomula let me know.
I can tell you from my experience, that there are thousands of applicants for that one position, so you should have something "Sexy" to have your resume stand out.

I was hired as an 1811 w/o local LE experience.
I had a degree and some military, though.
God no. I'd trust local PD over federal any day of the week. The only benefit for being federal is I guess prestige and money.
It's not required to have state or local experience before getting a federal 1811 job, but it sure helps in getting hired, and in not having to start out at zero, experience wise.
