The NFRTR isn't the only place a record should exist. If you have a firearm/device registered, then you are required to have that paperwork "made available to the Secretary upon request." Hard to make it available if it doesn't exist. So, criminals who possess unregistered weapons shouldn't get too excited here.

Another amnesty, not likely, but if there was, the media would eat it up. I can see the headlines already, "Evil US Overlord to Give Machine-guns to Criminals" or "Bush Caters to Firearms Lobbyists Needs Once Again". Can you imagine the whirlwind that CNN, The Washington Post, etc. would create. Or am I being abit cynical.
