Any Federal LEO's sworn vs appointed??

I am interested in learning more about "sworn" vs "appointed" positions. In the federal service (0083's) you are primarily appointed to the position of police officer but SIGN an oath to the United States, God etc as all federal employees do. In the municipal word you raise your right hand and swear an oath to the office of public trust thus becoming autonomous..But whats really the difference?

For 083 Positions they are competitive positions, meaning you apply for the position and selected based on meeting minimum qualifications...

The term "sworn" applies to acting under Color of Law to enforce Federal Criminal Law (18 United States Code) or CFR (Code of Federal Regulation). Meaning you have enforcement powers of arrest, application of force to affect the arrest, serve warrants, etc.

The term "appointment" applies to all federal Law Enforcement Positions based on the Employing Agency Rules and Regulations... for example all 083 Bureau of Indian Affairs (BIA) Police Officer are appointed to the position of Uniform Police Officer. The appointment is contingent upon successful completion of a Background Investigation, completion of Basic Police Training, and completion of employment probationary period. The appointment of the Police Officer allows the Officer to enforce, 18 USC, 25 Code of federal Regulations, enforcement of Tribal Code where appointed...

Last time I checked, you didn't want to become a LEO with the VA but were looking into the FAMs and the NYPD......
