Yes, probably not and yes. 
We do often do felony stops, but not "traffic stops" per se. We get extensive training in vehicle stops. As if it is the same as a local LE, I highly doubt it. We don't have to deal with the "typical stop" like grandma or some kids on the way to school. Ours are, pretty much, felony stops only. We often try to have a marked unit do the stop. However, for a variety of reasons, this may not always be feasible/desireable.
I also imagine that the locals may have better driving training. Ours was pretty minimal in CI school at FLETC. However, soe of our drivers in SOG get some extremely good driving training... high speed as well as offensive driving (high speed,metal on metal vehicle disabling).
Most, if not all, of our cars have red and blues in them. I have personally seen everything from a Ford Ranger, Ford F150, Chevy Impala SS, to a Cadillac Deville all equipped with emergency equipment (red/blue, strobes in the turn signals, wig wags... the works).
