The following is basically all hearsay & 2nd had info, but lemme try to help out:
I believe they look for "college-level" or higher conversational/ grammatical skills. I've heard about some rating system from 1 to 5 & sometimes the proctors doing a telephone interview with you. I think basically they'll do the entire interview in the foreign language with you. Nothing too demanding, similar to a simple casual "coffee-shop" conversation.
I'll try to pass on anymore pertinent info as I remember it sitting here at my desk wasting company time...

Not sure if this will help, but from what I heard, I believe it was on the FBI website, but I'm not going to swear to it, there are two different "pass levels". In order to even apply to the FBI, you must qualify in one of several different fields, law, accounting, foreign language, etc. If you apply in the foreign language field, you must score higher on the test than if you are applying, lets say under the law field, and are listing foreign language as just another skill on your application. So basically the difficulty of the test depends on how you are using foreing language on your application. Hope that makes sense. Like I said, I cant remember where I heard that, so I cant say 100% that its true.
