30% Disabled Veterans Eligible For Non-competitive Federal Employment

I am trying to find out more about how to go about applying for federal jobs using my disabled veteran status. From what I understand, this is how it works. Let's say I am interested in applying for a position with FPS; however, there is currently no public vacancy announcement for FPS. As a disabled veteran rated 30%, I can apply directly to the human resources department for that individual agency and if they currently have a list of eligible applicants from an old vacancy from the past, they now must give me the opportunoty to not only get my name on that list, but also be placed at the top of that list. Can anyone here offer any insight on this matter???

If you don't get an answer from someone on the board, try going to www.opm.gov and see if you can search the site.

I do know that if our chief doesn't hire someone who has Vet preference, he has to fill out some form to send in to HR explaining his reason, but I don't know if that's local policy or some other rule.
