Felony work in NOAA, USCG, PHS

In the Navy and USMC, if there was a felony committed such as drugs, NCIS had the option of handling it (nutshell summary). Is there '"such an agency" for NOAA, USCG, and PHS?

For USCG it is the Coast Guard Investigative Service, see:
    http://www.uscg.mil/hq/g-o/g-o-cgis/CGIS.htm

NOAA has their Fisheries Law Enforcement arm, see:
    http://www.nmfs.noaa.gov/ole/fen.html

PHS? Not sure what you're referring to there, boss.

The United States has seven uniformed services.

Army, Navy, Air Force, Marine Corps, Coast Guard, NOAA, and...................

    Public Health Service (PHS).

Can the Fisheries Law Enforcement arm investigate crimes that occur in NOAA? That is what the question is here. For the crimes that occurs inside these services, the serious ones, who investigates (seems like it was rather answered for the Coast Guard).

The agency I named does not do internal investigations for NOAA, as far as I know, may want to look to the DoC's Office of Inspector General (http://www.oig.doc.gov). Regarding the Public Health Service, I would also assume that it is likely DHHS's OIG (http://www.oig.hhs.gov). While OIGs work internal fraud related cases, they often have to work cases dealing with criminal violations (ex: drugs as is the case in your question) if related to the employment environment.
