USBICE tests for spanish.
Generally, any agency that pays you more for the skill will test for it.
The way it was put to me: if you put any language profieciency on your application, you better be fluent in it.
Hence, even though I've had a year of arabic (junior high) and three years of french (junior high + high school), it probably would be harmful for me to place it on an application unless I could at least read/write it without fault (my accent and slaughtering of either may be reason for war).
