    Latest News Regarding H.r. 218

    PRESIDENT BUSH TO SIGN H.R. 218 ON THURSDAY, JULY 22
    NATIONAL CONCEALED CARRY FOR COPS WILL BECOME LAW!

    The final step for H.R. 218, "The Law Enforcement Officer's Safety Act"
    -- co-authored by Rep. Randy "Duke" Cunningham and LEAA --
    will take place on Thursday.

    H.r. 218

    DC LAW,

    I wouldn't bet my lifesavings on this issue but based on what I have
    attached below, it appears the law would be effective immediately. I'm sure
    when this bill does become an official law, there will still be some confusion
    on the do/don'ts for many law enforcement officers. Should be interesting to
    see how things all work out. All I know is many times in the past I've extended the H.R. 218 bill to off-duty/out of state LE's and will continue to
    do so. Stay safe.

    II. PRESIDENT TO SIGN LEAA'S H.R. 218 "NATIONAL CONCEALED CARRY FOR COPS" ON THURSDAY, JULY 22ND

    The President is scheduled to sign H.R. 218, "National Concealed Carry for Cops" into law on Thursday, July 22nd. The law is written to take effect upon the President's signature (it gets published and becomes effective after it is signed). LEAA knows that this is an important officer safety/officer survival victory, but by no means is it the last battle in this fight!

    Since LEAA first proposed "National Concealed Carry for Cops" in 1992, there has been strong opposition against it.... opposition that will not evaporate once it becomes the law of the land. (Calibre Press / Newsline readers know, better than most that the fight 'ain't over till all the paperwork is done!')

    It took years for LEAA's support for H.R. 218 to be joined by many large police organizations, and groups, like the IACP, and others still continue to oppose this legislation. LEAA has no doubt that anti-gun politicians -- national and local -- and various groups will seek to derail, hinder, limit or block this legislation with everything from a restrictive interpretation and regulations to outright challenges to the law.

    LEAA has always fought for the broadest interpretation of this law, along the way we have faced attacks and efforts at compromise that sought to weaken the bill.

    One provision that made its way into the final law requires that retired officers serve a minimum of 15 years on the job. A provision that would seem to exclude officers like the former NYPD police officer, with 10 years on the job, who just this week, used his concealed handgun to defend himself from a gang of armed carjackers who forced him off the road in the middle of a busy New Jersey highway Sunday afternoon. This officer rightfully defended himself, putting the Calibre Press motto of "Stay Safe" into practice, killing one of the gunmen and driving off his attackers. News reports indicate that the local authorities have made only one arrest in the case - the officer who defended himself, booked on charges of possessing an illegal handgun.

    There are many questions out there about H.R. 218, about who exactly will be covered, how will retired officers be recognized, how departments are going to learn about the law and implement it, and what impact the last amendments to the bill will have, etc. In an effort to help, LEAA has posted the exact language of the Bill as amended and passed on our website: www.leaa.org This is the version of the bill that the President will sign this week and become law. You can read the language for yourself.

    There are many, many questions that have yet to be answered, and LEAA, working together with the fine folks at Calibre Press/Newsline, will work to bring those to you as soon as possible.

    In the meantime, LEAA will also be working to make sure that this law protects as many officers as possible, as our interest is for public safety for all -- the more good-guys that can carry the better!     ok so If I'm reading this correctly, it's not supposed to supercede any already restrictive laws on where the gun is allowed to be carried local and state. It's not included in the wording so will this include federal land, like DC/military property for instance? See I can see it's written state and local, but it doesn't say anything about 'federal' installations/etc.


    Also, curious, will people that have already retired and otherwise qualify under the 7 quals be grandfathered in this as well? (for example someone that already retired years ago and is now approaching their 'senile' age? I see that it rules out the mentaly incompetant, so their is no age limit at which retired officers can carry)
