1802 maxes at GS-7 ?

I just read a vacancy listing for an 1802 Detention Enforcement Officer with the Marshals Service.

Is it correct that the promotion potential is limited to a GS-7?

I realize it is primarily just moving prisoners around, but is there no way to move up the ladder without applying for yet another job after that?

I like the location listed, but the paycut would hurt.
