The laterals occur regularly. It can't really be called a lateral, though. In some instances, you go through the regular application process as John/Jane Doe off the street. Of course, your experience/current position as an 1811 will help a great deal. Other agencies allow an abbreviated process. It may depend on several things... are you moving between Departments (DOJ to Homeland Security, etc.), sometimes it just depends on how that agency does things.
When you lateral, you may have to repeat CI school. Some agencies allow you to waive it if it has been less than 5 years since you went through. It may also depend on many of the same reasons listed int he last paragraph.
Generally spwaking, it all depens on your specific situation.
You may very well lose your grade, but you should not lose money. If you are a GS11-01, you may hire into a GS09 position. Rather than being a GS09-01, you may come in as a GS09-07... or whatever step GS09 would match (or slightly beat) the pay of the GS11.
