For what department? I would say for FBI, DEA and others it would give you an advantage over others, but you are tested on your fluency to see if you meet the requirements, hopefully you are very novice.
I have been applying both state and federal. I never put it down because I am not fluent and I don't want to get asked something I don't understand and look like a big liar. I know enough to speak roughly and I am actually still learning at the moment. I just wondered if I should start putting down a foreign language skill on my apps if I am not 100% fluent.
