The Hampton Emergency AMBER Response Team (H.E.A.R.T.) is a volunteer emergency resource commission based in the City of Hampton. H.E.A.R.T. Marshals are made up of career professionals from the Hampton Roads area of Virginia. H.E.A.R.T. <b>acts similar to a Child Abduction Response Team (C.A.R.T.)</b> to assist in the search and recovery of missing children.<br />

Volunteer Information:<br />
H.E.A.R.T. is open to all men and women 17yrs or older. Our primary purpose is to assist the Hampton Roads communities with AMBER Alerts issued by the Virginia State Police. We provide skilled emergency response volunteers to help in searches by using various techniques such as <b>Searching With Advance Technologies (S.W.A.T.) systems</b>.	<br />

Can you make a donation? Hampton Emergency AMBER Response Team needs donations. Donation Information:<br />
<b>We are in need of an emergency type vehicle</b> to be used as a command center. Vehicle types could be like an ambulance, utility van, or small SUV. Also portable radios and trail/outdoor type gear.</div>

I myself do not smoke marijuana, and have steadfastly opposed it's legalization since my late teenage years. I tried pot a few times in High School - I was unable to think clearly and it made me paranoid... not my cup of tea. That probably has been a factor in my stance over the years. That along with the fact that I viewed it as a gateway drug during my high school years. I saw too many kids progress into cocaine, heroin, ecstasy (sp?), mushrooms, etc - I wanted no part of that. <br />
<br />
What has become interesting to me is that the majority opinion seems to be faltering in the case of marijuana. I believe 3 (?) states have now legalized it's use while it still remains illegal on the federal level. Granted these are all left leaning states. <br />
<br />
In my current career (which I prefer not to disclose on a public forum) I encounter people from all walks of life. I am surprised by the amount of people who smoke marijuana. Or at least, people I wouldn't suspect: Every day middle class folks with good jobs, kids, and car payments like the rest of us. I see just as many of them as I do your &quot;bottom of the barrel&quot; type folks. This has led me to ponder my anti-marijuana stance.<br />
<br />
I'm starting to think that there may be some merit to the &quot;legalize and tax it&quot; argument.  This is not to say that I have any intention of actively seeking out and voting for politicians that support legalization, because at this point I do not. It's hard to break from a position I have stood in so firmly. <br />
<br />
If it were to be legalized I think it should be treated like alcohol: Must be 21, no driving, &quot;sin taxed&quot;, etc. With anything there is potential for abuse. But as we do not consider moderate drinking  &quot;alcoholism&quot;, would it not be fair to consider moderate use of marijuana the same way? I'm kind of stuck here. <br />
<br />
What I would like to hear from you officers is the flip side. You've likely seen more marijuana , it's users, and its effects in a week than I have in a lifetime. Are they hardened criminals? Dumb kids? Or just everyday people? Do you believe it is a gateway drug, or is it merely a fact of life that we will always have a core element of people that will use hard drugs regardless?<br />
<br />
Your thoughts and experiences are much appreciated, as I am in a crossroads... and I'd trust your information much more than anything coming out of the the media these days!</div>

I bet Seattle jewelers are going to start seeing some interesting job applications soon.<br />

The Seattle City Council [Monday] unanimously approved a bill that would prohibit employers from asking about an applicant’s criminal history until after an initial screening. Employers could reject an applicant because of a criminal record, but only if there is a legitimate business reason to do so.<br />
<br />
The measure was strongly opposed by some business groups, including the Greater Seattle Chamber of Commerce, which said they didn’t want the city second-guessing their hiring decisions. They also opposed a provision that will allow the city Office of Human Rights to investigate complaints by job applicants who believe they were turned down solely because of their criminal history.<br />
<br />
Since the only real defense against a charge of discriminatory hiring is evidence of existing diversity, Seattle companies will have to show that their workplaces are already diverse and consist of a proportional amount of criminals and non-criminals. That will mean a hiring boom for certain classes of “safe” criminals.<br />
<br />
Suddenly having a criminal record is something that will make an otherwise undistinguished resume shine.<br />
<br />
Hope, change and affirmative action for criminals.

<br />
This was written to PoliceOne in response to some news articles regarding the release of a cop killer.  The officer, Frank Ward worked in a very rural community and was beaten to death with a piece of firewood when responding to a family dispute.  His murder occurred just before a citizen's initiative was passed forbidding this sort of thing, but now the Oregon parole board wants to turn the SOB loose after serving 21 years.  Police from all over the country have responded and the parole board has set over its decision.<br />
<br />
Still people in the media have asked why the death of a police officer is different from anyone else's.  I think this letter explains it well.<br />

			Over the past week, I have seen more than a few posts and comments on social media asking why a police officer’s death is more important than the death of others. I’ve even been sent a post from the daughter of a convicted murderer who killed a police officer describing her father as a “good guy” who “made a mistake.” <br />
<br />
While I do not believe that any human life is more valuable than another, I do believe that the death of a certain few of us is cause for alarm and, at the same time, cause for honor. <br />
<br />
The events of the past week in Oregon have created much debate and an impressive unified call to action to rescind the parole of the murderer of John Day Police Department Officer Frank Ward, while the line-of-duty death of Washington State Patrol Trooper Sean O’Connell this past Friday has also brought the sobering reality of the risks we take as police officers back to the forefront. <br />
<br />
So I want to take a moment to explain why it is that a police officer’s death should be a big deal, a message intended for the public. <br />
<br />
We were not drafted. We were not conscripted. None of us were told or ordered to become police officers. We did so of our own free will. We are given hundreds of hours of initial training, followed by months of field training. We are issued firearms, bullet resistant vests, batons, OC spray, TASERs, Kevlar helmets, riot gear, radios, and many other pieces of equipment designed to help keep us safe. <br />
<br />
The key word there is “help.” <br />
<br />
Help keep us safe. Our safety is never guaranteed. It is never for certain.<br />
<br />
We are the chosen few who will work Christmas. We will work all eight nights of Hanukkah. We will ring in the New Year with our teammates instead of our sweetheart. We will work birthdays. We will miss Thanksgiving dinner in order to eat a McDonald’s cheeseburger in our squad car.<br />
<br />
We will tell our kids we cannot go to their baseball game because duty calls. We will go to a house where we have never met anyone to tell them their loved one died in a car crash. We will sit in our squad car afterward and cry because it wasn’t our family that was affected by that tragedy. <br />
<br />
We will lose sleep at night because of the squalor we saw children living in earlier in our shift. <br />
<br />
We will ice our bruises from the latest criminal who wanted to fight. We will put our own safety on the line so that you might sleep better at night. We will take a bullet for you if needs be. We are your line of defense against enemies domestic, just as our soldiers defend us from the enemies outside our borders.<br />
<br />
We are the ones who hide in the corner at parties because we know once everyone knows we are a cop they will want to hear the stories. We are the ones who have to check our food twice at a restaurant because we know it is the cook’s Constitutional right to hate us, a right we are sworn to uphold and defend. <br />
<br />
We are the ones who refuse to turn on the news because once again a reporter is second guessing the decision we made in a split second that they have had days to think about. We are the ones who are out and about at three in the morning when the rest of the world is sleeping.<br />
<br />
This past week, one officer’s death 21 years ago was brought to the forefront of consciousness again because his killer was to be set free, while another was brought to the forefront of consciousness because his life ended far too soon in the line of duty. <br />
<br />
Both Frank Ward and Sean O’Connell died as heroes. They died serving and protecting their communities. They died because they chose to stand up, take an oath, and devote their lives to the service of others.<br />
<br />
Why then do you suggest that our deaths should not be treated as a big deal? They are a big deal. We protect the American way of life. We answered a call to serve and protect. <br />
<br />
At the end of the day, we also bring home a paycheck that allows our family to eat. Our families love and support us. They do not have the equipment we have that helps keep us safe. <br />
<br />
They have two things to rely upon: hope and faith. And yet they love us and they care for us when we come back from our shift, and they bid us farewell as we set off to police with the hope we will return. <br />
<br />
When we do not return, they are the ones left to pick up the pieces from the dreams that were shattered. This is why it is a big deal, because someone willingly leveraged a happy home and a loving family against the ability of society to feel safe and that did not play out in their favor. <br />
<br />
It is a big deal not just because of the life lost but because of the lives changed forever as the result of a sense of service and sacrifice that cost the ultimate price.<br />
<br />
We won a battle on Tuesday. Frank Ward’s killer will remain behind bars until such time as a second hearing can be held, this one on more equal footing and with a mountain of evidence that should lead even the greatest of skeptic to recognize this killer should not breathe free air. <br />
<br />
Yet, at the same time, a family in northwest Washington and one of the proudest police agencies in our region are devastated, preparing to bid farewell to their fallen hero on Thursday.<br />
<br />
Every man and woman who puts on the uniform and the badge is part of a family, and those love and support them also become part of that family. A family bigger than themselves. A family that transcends borders and languages. <br />
<br />
It’s my family. <br />
<br />
And when a police officer dies in the line of duty, it’s a death in my family. It’s more members of my family who have been devastated by sudden and tragic loss, given the ultimate life sentence for which there is no parole: a lifetime of longing and yearning for the one who once sat at that empty chair at the dinner table that will never be filled again. <br />
<br />
So this is why the death of a police officer is a big deal, and it’s why as you read this on PoliceOne today, I’m up in Everett, where I will join with other members of my family to honor my brother whose life of service ended far too soon and to show to his family that his policing family will never forget him.<br />

This will be touchy I suspect.  ODMP does not have him among their roles anymore.  I think the evidence of suicide is rather overwhelming considering the physical evidence and the pending criminal investigation  and other personnel decisions within Phoenix PD.<br />
<br />
I bring it up only because an AZ DPS officer in the same week, checked into a hotel and shot himself to death.  It was short article consistent with notable suicides.  His widow certainly didn't get LODD death benefits.  Most suicides are not reported by the press.<br />
<br />
Personally, I think there should be some benefit for suicide as it seems disproportionate to the job.  On the other hand, I don't think it's the same category as LODD.  I wish there was a middle ground.  <br />
<br />
Thoughts?  Too rare to worry about?  I look it at like a 'stolen valor' case without any intention to deprive his widow or children.</div>

			<content:encoded><![CDATA[<div>Saturday at drill we did some riot control training. Part of it involved getting a taste of the OC which, for lack of a better description, felt like I was a Nazi opening the Ark of the Covenant after dunking my head in burning napalm with the devil taking a whizz in my eyes.<br />
<br />
Afterwards, I volunteered to test out the stun gun which shot 20,000 volts into my thigh. Wasn't nearly as bad as the OC, if anything that experience was &quot;cool&quot;. <br />
<br />
Anyways, my question is this. We have AT coming up in early July and I'm going to be getting OC and taser certified. For the OC, we have to run a small obstacle course and for the taser it's 50,000 volts. Any way to prepare? The OC is the one I'm worried about, I simply was not functional after getting hit.</div>

I know most tazers use a very basic approach to the Tesla Coil, usually a low voltage oscillated at a high frequency fed into a step-up transformer. I have also heard that some use a spark gap, but I have never seen one. Maybe an officer that knows about tazers can chime in. <br />
<br />
Can we use a more complicate Tesla Coil design to build a better tazer? <br />
