It really depends on deparments (and captiains). There is a local deparment that has both "EMS" pants (see here) and turnout pants.
Most use the EMS pants but one captain requires his crew to were turnout pants, why, because he wants to save the time of taking them off and putting on turnout pants if they get a fire call before they get back from a medical call.
How much time does it save? Not a whole lot, and they don't often get a medical and fire call back-to-back but he's the captain so that how his crew runs.
