I have found that unless you live in a big city it doesn't work very good.

On that webpage you are not scanning at all, it’s no more than an internet radio station broadcasting police traffic. People volunteer to connect their scanning units to their computers and pass the information through their internet connection. There is nothing you can do….Also it has nothing to do about being in a big city or not, I have listened from all over the world ...
Why not buy a scanner and become a HAM? Learn alittle about RF theory and how it works?
Where do you live i could help you and tell you what kind of system they're using. But Forget the online radio stuff, go buy a Uniden BC15 or 996T/XT depending if they use a digital voice system. Other wise a BC15 for analog will be fine. Also dispatch is always going to be louder, they're radios have more power than the ones in the car. Even if its on a repeater system.
