I was always afraid I'd be in a situation that I'd need to contact dispatch but not be near a computer or phonebook. So I looked them up recently and put the numbers for my most likely locations in my cell phone. Never had to use them yet, but nice to know they're there.
In which case, you would use 411, still not 911.
Our county has 211 for all county services referrals. We now also have 511 for road-side assistance from your cell phone - basically transfers you to the call-box operator system.

Before I forget, you should program ICE (In Case of Emergency) in your contact list on your cell phone. ICE2 for a second person. Put your contact person there, then any responder who finds your phone can call your contact person.
