I agree with RDS and the others. I understand about "being held to a higher standard", but do you think it's possible to raise that standard so high only a saint could meet it?
I see the 'promise' to refrain from tobacco use as merely another step in further and more stringent control. What's next? Telling me what I can and can not eat? Heart disease kills as many people, if not more, than lung cancer. Will the agency impose limits on red meat consumption? Will some agencies promote hiring vegetarians?
What about how we spend our paychecks? After all, aren't we paid by tax money and don't taxpayers deserve control how their money is being spent? At what point is my paycheck no longer taxpayer funds and is now mine to spend as I choose?
Most agencies and municipalities already dictate where we can live, is it such a stretch of imagination that they'd try to dictate how we live?
My point is: Where is the line they may not cross?
They tried that here and it was a dismal failure, the city council had to drop that requirement after less than a year. Applications for all city jobs dropped, but for police and fire it was dramatic. I would be willing to be that barely half of the Portland police live inside the city limits. I never did.
