The U.S. Border Patrol is a Federal agency. Like other Federal agencies, their only requirement is you be a U.S. citizen. From what particular area you hail, is irrelevant to whether or not you will be hired.

Apply for an opportunity to take the test and qualify for the position. The worst they can say is, "No". Then from there you go and get yourself some "experience" and try, try again.
