What kind of criminal check is done for police departments?

We run a local check through all the departments in the area where the applicant lives for minor offenses, such as traffic tickets, and summary violations that wouldn't appear on a criminal history check. We also finger print all applicants where a state wide check and national check are made for a criminal record.
I have a friend that was wondering when they start background checks if he did something in junior high school and the police where involved but then he never had to go to court cause it got throwing out if that the cops would still know about it. Or do they only know about if you have been arrested or not please let me know thanks.
In my opinion, whether you think they'll find out or not, the best advice is just to be up front and tell them. I think most departments realize they're interviewing humans, who are prone to making mistakes. It's the severity and frequency of the mistakes that are examined.
Just tell all, chances are it's nothing. Your honesty will be appreciated by the prospective hiring agency.

In nyc, they check with all law enforcement agencies, and have all records available - including juvenile.
Tell EVERYTHING no matter how old or stupid. Let the prospective agency decide that it is nothing. If they find one little "thing" that you didn't tell them about as far as criminal history, you will be DQ'ed for SURE.
