    Trying to understand the way PA does things is like trying to understand a woman. It will never happen.

    Check their website and if they are testing, take it, assuming you meet the minimum requirements. Even if they aren't hiring you can never take too many tests and theirs is free to take, unlike local departments.

    Are you saying it will be better than a 6th grader, because they will write a lot at Penn, or worse than a 6th grader because they write a lot?
