There are any number of answers to that question.
Every nation, state, providence, county, parish, city, town, and village each has their own rules. Some places may require citizenship of the country in question, and others may merely require legal residence. Training, education, and military service requirements will vary wildly throughout the world.

Citicop- I appreciate your response and after following this board for over two years I have grown to respect you a great deal... even if you are from the "corn-huskin, bible-belt" part of the country :-P

I'm an Aussie. We need permanent residency to work here which doesnt require you to surrender your citizenship. WA police were sponsoring members to come across and join, sponsoring citizenship etc, however a bunch came from England then resigned on the spot and they couldnt do anything about it as they were now citizens!!
My dept (Victoria Police) is recruiting now and looking for experienced members from OS. Let me know if you want further!

Love it here, pretty casual life style, great beaches, great country, only takes 4 hours to fly from coast to coast, living is not too badly priced (unless you go to Sydney in NSW, but Vic is hundred times better and people are nicer)
Schools are good, dont have to put your kids through metal detectors at school.
