I understand what you are asking, but I can tell you this much...I applied to 4 departments before I was hired, and my current department took 13 months to process me. Just throw applications in everywhere around you and hope someone picks you up. No such thing as picking and choosing in law enforcement, especially when you're trying to get your foot in the door. Now make a few friends at your department of choice and get your certification, and then maybe you can lateral to a preferred department. But for now, it's whoever calls you first. Forget who has more or less applicants. IMHO you have the same chance almost anywhere....
