Does College only mean something if you have a degree?

I have a friend who is getting ready to take the entrance exam for the local city department, he has something like 75 credit hours, but he never finished off his degree. He is planning on going back, but needs to get a job in the meantime. So his question is do they only considered college if you have a degree?

usually you have to have a degree for it to count, however, in your friends situation 60 credits in a four year college can be equivalent to an associates degree if thats what a dept. requires. I suppose your friend should go ask what the requirements are and if having at least 60 credits counts as a two-year college.

Some college is better than none. That is actually a decent amount of college.

Have notices that alot of Dept. require a certain number of Collage credit hours (with at least a C average in most cases) rather than a degree... it can never hurt to mention it.
