NY Hiring Process Questions

Recently I was talking to some LEO's and people in the civil service office about cross-filing. I got most of the basic information, but I do have some more specific questions.

First, they said if taking a state test, you must take it at a state center. But, can you cross-file it with county tests. I know you can not with NYSP, but how about NYS Park Police, MTA Police and NYS EnCon Police?

Second, the personnel department said you can cross-file a test with any county giving the test the same day. But I told on an earlier occasion that the counties you are filing with must surround your own? Did something change? Additionally, if it is any county, is it worth it, or would the resident preferred list system pretty much bar you from continuing further?
