Distinguish between these two questions please

How many times have you operated a motor vehicle, boat, or other vehicle under the influence of drugs or alcohol in the past three years? In your lifetime?

    and

When was the last time you drove a motor vehicle, boat, or other vehicle impaired? (Please provide dates). In order to accurately assess level of impairment, it is essential that you provide specific details including amount of alcohol consumed over what period of time and any other details that you feel may be relevant.

Those two questions appear on the personal disclosure form for where I plan to apply. I will be sure to phone the department to clarify, but I would like some of your opinions on this as well. Does the first one mean any amount of alcohol, and does the second one mean where you feel you would have blown over the legal limit? Thoughts?

The first is a common one wanting to know how often you drink alcohol/use dope then drive.....not actual impairment. I would be VERY specific in your response not to lead them to thinking you are always drunk.

The impaired one is almost a duplicate.......just answer it with all the info.

Take your advice too and call them.

So would impairment in your opinion mean drunk and not able to pass a breathalyzer or intoxilyzer?

It depends.......legally is one side, while impairment can be present after one drink.

Just call and ask them what they are asking for..........

here's an important question..... do they have a poly/CVSA where you are applying? if so, that might affect how you answer these questions. also, remeber that a poly in NOT a lie detector. there is no such thing. this migt be a subject you should look into or research on your own.
i am not saying lie to them... but don't hang yourself volunteering info either.
