It depends upon the arrangements between the department and the polygraph examiner and shrink. I would say there may be, depending on the department in question, procedures that govern what information is shared or exchanged between the department and outside sources.
Speaking for my agency, we can and often do discuss or provide any relevant information with either of these individuals workig for us. I think for obvious reasons, generally there is a legitimate professional purpose for the exchange and/or discussion of the information in question concerning an applicant.
