Regarding the NYPD background packet and firearms

There is a section in the NYPD background booklet requesting information about currently and previously owned firearms by the applicant. I told my investigator that I owned a number of guns while I was in college out west and still have two which are back there with my friend. She said I MUST get rid of them preferably by sale, and that I cannot "own" any guns while in the academy.

    WHY?

Also, in the state in which I went to school there is no record of my owning these guns other than the NICS check completed when I purchased them from an FFL (I do not ever by private-party sale guns). This state does not register guns, nor keep track of them on a state level.

My investigator told me to try and come up with some way to show that the guns are secured in another state and under another persons control... my parents live in CT and I have friends who live in AZ? Any suggestions?

WHY you asked in your thread. Basically its because they said so. Thats the rules and regulations and thats what you have to live by if you want the job. If you have weapons while in training there is a greater chance of you doing something stupid.

Have your friend write a letter saying the guns are with him/her and are under their control and have him/her get it notarized. The NYPD seems to be big on notarized letters from my experience.

Have your friend register the guns and take ownership and have him or her notarize a letter stating you gave up ownership to him or her and include make, model, and serial of each gun. The nypd does like notarized letters.

Because to be a member of the NYPD you need to be a NYS resident of the counties specified.

In order to posess firearms within NYS you need to be licensed.

In order to posess rifles/shotguns within NYC you need to be licensed.

The city does not want you, who are currently in training by them, and their liability, to be in posession of any firearms or rifles/shotguns.

It is an integrity issue and if you lied or chose to omit that you owned a firearm and got hired you would be fired. The investigations on you doesn't end when you get hired.

There are several ways to get compliant without disposing of them thru a sale. All this job wants is documentation that the firearms are out of your custody and control, while in the academy. You could have your friends in Az have them transfered dealer to dealer (paper sale) to Ct or even NY and held at the firearms dealer until you graduate. Of course, the dealer will charge you , but it should not amount to much. Once you graduate, go and pick them up (would be a sale to yourself $0). Complete the aquisition/disposition forms at your new command and your done.

They basically don't want you going out trying to be a recruit enforcing the law. You may say who is stupid enough to do that but trust me, if NYPD allowed recruits to own guns while in the academy there would be a lot of incidents of recruits walking around with a gun and pull it on someone stealing a pack of gum or something

How about this: if you owned a gun (rifle) outside of NYC (here in NYS), about 10 years ago, and sold it 10 years ago, to a store that went out of business 9 years ago....... Is there any way to get a record that you sold it if you lost the receipt of sale? I have called the county, state, and BATF: all tell me no records exist without a firearm SN (I have no SN). Is there any way to locate anything through the NICS system?

At the time the store closed, the records should have been turned over to BATF. Once the records are located and the time frame established, a page by page check of the records could be accomplished. The record book should have name and address of the seller, so it is possible, jsut a ton of work.

I would just do a notarized bill of sale.... sell them to your dad or somebody else you trust. Make sure you put the make, model, serial #, action type, and caliber on there for each gun. Put the contact info on there for both people involved in the sale.

The more info you supply, the better .

I think my investigator is new, she first said, NO, THEY MUST BE SOLD... then I said "well what about family heirlooms" I doubt they are going to force someone to sell, say an original Colt 1911 plated in gold and engraved...

Then she says... well I will have to talk to my superior, maybe you can leave them at your home PD station. I have not talked to her since.
