What is the first interview for where you apply??
We start off with the oral board. Other agencies go to a captain's interview, but we go right to background after that.

Know the department and jurisdiction inside and out. Size of department, department's philosophy and values, name of chief, etc. Size of jurisdiction, type of community, name of mayor, etc. Know your strengths and weaknesses. Be able to describe times when you handled conflict. Expect scenario questions. You don't have to be exactly right, just stick with your answer.

I would tell him to put it back, and still tell the supervisor.
He's a thief. You can't trust him. He needs to be fired.
Police work is built on two simple building blocks: Protection of life and protection of property. This thief in uniform just chipped away at one of those blocks. If you let him get away with it (even if he puts it back) you have chipped away at that block yourself.
Immediately report him. Don't for a minute think this is his first criminal act.

There will be scenarios where you are damn if you do, damn if you don't. Pick the one you would do and stick with it.
