I think you are still screwed up from the accident and that this is a "put on".
C'mon, you drove the car home that you were driving when you got knocked into someone elses yard? The other car? Was your car a Tank, or made of some similar type of Iron?

Did you bother going to the doctor to confirm you had a concussion from the accident? If you have documentation, with the proper date, that may help with your court case...but then it might not...it sounds like you have a crappy lawyer.
Anyway, explain to the department you're applying at what happened, if they decide to look into it, I'm sure they'll contact your sister, doctor and whoever else may have info on the accident.
And it will show up that you were arrested for DUI. Just because you plead out, or are convicted for something else, doesn't change what the original charge was.
Here's what I'm curious about: If you were driving north, and the guy that hit you was going south, how did he hit the back of your car? Did he suddenly swerve over and hit you. Normally two cars going in opposite directions have head on collisions, not back ends....but maybe I just havent seen enough accidents in my day.
Here's a tip: In the future, if you're ever involved in a hit and run, don't drive home...call the police.

To start with, if you were "out" you would have no specific idea how long you were "out" for. BTDT. Unless you were timing yourself or someone else was with you in the car, you wouldn't have any specific knowledge. It sounds like you are using "I was unconscious and confused" to excuse the fact that you left the scene of an accident... but yet you could remember how to use a telephone and how to drive to your house. I am also wondering at the specific reference to "20 seconds", as if that somehow confirms that you were medically suffering from a concussion.
It takes more than the fact that you looked "dazed and confused" to arrest someone for DUI... diabetics come to mind... and I highly doubt that any Cop would be charging someone with what you are claiming, outside of quite a bit more mitigating circumstance and evidence from what you are coming forth with.
The bottom line is that your troubles, such as you have stated, are too deep for anyone here to be able to suggest anything that might help. Tell your lawyer, and don't let others know you have posted your claim on the Internet, because those things can come back to bite you in your posterior.

So, how much did you have to drink prior to the accident? How do you know about that other vehicle that you say struck your vehicle? Have the police confirmed this, and have they identified the vehicle and driver?

is it the same service in which you applied?
I think this will seriously hurt your chances of becoming an officer in the near future. I am sure they have a large number of applicants to choose from, ones in which do not have a DUI or even lesser charges on record.
