How many months before graduation should you start applying? Do dept.'s pay for those applicants that don't live in that area for travel when going for interviews and testing.

I guess that you can apply when they are taking apps. Typically there is an end date for the app to be in if you are concerned about being offered a job etc. Use the last date of apps to be in as your guide. If they offer you a job sooner than you are finished school , would you quit school ?
I am not aware of any dept paying you to apply. in fact , we charge YOU $25 for the privilege of applying with us ( actually to cover the day long testing) .Creeper Cop

The process is long to the sooner the better. Don't count on getting paid for travel. The motivation is on you.
