Sharing information with other B.I's?

I went through a b.i, and i ended up not passing. The turndown letter stated that others were more qualified.
Now, I'm going to go through another b.i. and on the personal history statement, there is a page for other agencies in which i applied in, Also the P.H. has space to put the background investigator's name and phone number.
I was curious if other agencies have the authority to share personal information about you with each other? - For example -probation dept. with police dept
I upgraded my qualifications since, but am still worried that my previous background investigator will have a dramatic influence on the other agency's decision, even with my improved qualifications

Yes they can share info but they're very good at finding things out without the help. I'd suggest answering every question asked honestly and don't worry about it. The BI has the ability to factor in any new changes that would influence their decision. What's done is done. I will say this. Get caught not providing info and you'll never be hired by anyone.
