who has to carry the activity log?
is it everyone under the rank of captain or lietenant?

Read your Student and Patrol Guide to find the answers. You should have someone in your company that you can call to get the answer. If you must get an answer here, PM a fellow recruit. This is not information that needs to be posted on a public forum.
