Generally a list is compiled. The finalists are ranked in order of their desireablility (the best is #1.) As spots become available names are pulled off the list in order. The list will be good for a certain amount of time before it's discarded and the process starts over. If you are #15 and there are only 14 positions filled before the list dies, you won't get hired and you'll have to go through the process again.
This is why we tell people that just because you don't get disqualified doesn't mean that you will be competitive enough to get hired.
Ask your BI where you are on the list, and ask how long the list is good for, and how many positions they anticipate filling.
