Wouldn't hurt you to put it on there, if they did wish for such a disclosure and find out later in a background it could jam you up, but be almost meaningless if you put it down in the begining.
What's the question? Unless it reads "List all traffic citations you've received except the ones you think are minor," you better answer it the way they want.

Write everything down no matter how insignificant you think it might be. The BI will decide if it's significant/insignificant.
I wrote down tickets I had recieved that I knew were not on my driving record. You never know if the BI is going to ask an agency for all information about you, just the criminal stuff, or just go to NCIC.
I am new to this whole officer - recruit process, so when I had to complete my BI. I wrote down every ticket I ever had been given. I went back about almost 20 years. My BI told me it was fine and it was in my best intrest to be upfront about everything.
IMO, I felt that if I was going to be looked over, it would be because they had chosen someone better for the job. Not becasue I failed to disclose anything. Like I have said before, I turned in about 60 pages (30 of them were " continuation pages ").
