I know a bit about the details question you ask, but will let someone more knowledgable tackle that one.
In regards to riding alone, Troopers have a partner after 11:30 PM until when I am not sure. During the day they ride alone as per the contract with the union allows. Sergeants, etc. can ride alone at night but dont usually patrol anyhow.
I believe promotions are pretty tough compared to the NYPD. It is not a very large organization in comparrison. However, I am a firm believer in the cliche: "what you put in is what you get out" so you're the one who'll dictate how fast you'll get promoted (within reason of course). go to the trooper website and type in promotions into the search. You'll get hits showing promotion ceremonies. Each person promoted has a paragraph detailing accomplishments and prior promotions. They all seem to be promoted in relatively similar lenths of service. Hope that helps.
NY Troopers work in pairs from midnight - 0700; otherwise they ride alone (however, there are more on during the day so backup is available).
They do work in conjunction with other local departments when the gov. okays it, but it isn't considered a transfer or advancement. They do have the same types of promotions, but troopers investigate their jobs more than a local department. The promotion that most troopers want is to get out of the less desireable assignments and get back to the better areas. That just comes with seniority though.
