Whatever is out of the EMT text is a recommendation, not an agency policy or a law. With that said, all states (and likely text books) say that it's imperative that any person driving an emergency vehicle drive with "due regard" or "due care" for the safety of those around them. Those are the magic two words. It appears the Trooper may have felt his driving was careless/reckless. I'm not going to sit here and judge him without his side of the story. It has been my experience that most who get a ticket like this downplay the circumstances behind it.
