Not from North Carolina, but Google being my friend, I was able to find this...

    § 14‑269. Carrying concealed weapons.
    (a) It shall be unlawful for any person willfully and intentionally to carry concealed about his person any bowie knife, dirk, dagger, slung shot, loaded cane, metallic knuckles, razor, shurikin, stun gun, or other deadly weapon of like kind, except when the person is on the person's own premises.
In my opinion, the part about a "loaded cane" would describe an ASP or other collapsible baton. Of course, this only talks about it being concealed. Here's a link to the rest of that statute:

    GS_14-269

Can't find specifically if it's not legal to carry openly, but I would tell you that it's probably not a good idea. If you carry a weapon openly, 1) you're going to attract much unwanted attention to yourself from citizens and law enforcement officers, and 2) you better be ready to use it should the occasion arise, and most importantly, 3) be able to JUSTIFY carrying and using a deadly weapon such as an ASP / collapsible baton. Also, don't forget that you may just be bringing a stick to a gun fight in many situations.

I would recommend against carrying that weapon either concealed or openly for the reasons above as well as myriad other reasons which are too many to list here. Overall just not a good idea.
