Are there any alabama laws regarding seat belt use on a 12 or 15 passenger van for preschool children ages 2-5?

Based on what I know.....seatbelts are not enough!!!!
1 through 4 years or 20-40 pounds in a forward-facing child safety seat;
5 but not yet 6 in a booster seat.-In God we trust. All others, put your hands on the car and don't move.
