PA has an obscure rule because we are actually a Comonwealth and not a " state". Our authority comes from the Commonwealth of PA and that authority is based upon the presentation of the state seal which is ONLY found on headgear. In order for me to enforce a law , I must present myself under the " cover " of the law which the only clothing item I can wear and be under is a hat.
That is where the military got the term " cover " from. They act under the cover of the US Government. I act under the cover of the Commonwealth. I dislike wearing my hat and I dont have to while in the car but if I get out of the car , I must be under cover to enforce the law.

This is why it's a PITA to be a bike officer. Dept. regs say we have to wear our helmets, but most of them issued don't have any insignia or badge on them (a few say police, but not mine). So if we have to do something, we have to take off the helmet and put our police caps on; try doing that during a chase.
That would work. I know my hat badge has a post w/ screw on the back. One could drill a tiny hole in the front of the helmet and use epoxy to secure the authority to it by way of that post...
Or VELCRO! Keep it in your pocket and slap it on when its time to rock-n-roll!
I choose not to wear a hat, but i have had a badge surgically fixed to my forehead which means I have the authority at all times.
Makes going out on the weekend a b1tch though.
And forget working under cover.
I have also had my dept patch tattooed on each arm and my name tag tattooed on my chest so that I can operate anywhere any time, even at the beach while swimming, or if I had to respond to an urgent crime such as a traffic violation while taking a shower...in the middle of a road.

Tried that. By the end of the shift someone had taken me aside and told me I looked like a ninny, and that it was better to have false arrests than to look silly. Plus the helmet covers the patch, and I'm not sure of the legal issues with that... no wonder the UCs always have us around when they make an arrest.
No hats required in Texas, but I think our Troopers are required per policy to wear their hats while out of the car. We have to identify ourselves, and it depends on the agency. In most cases our badge has to be displayed.
Working uc we would carry a paper Starbuck's or Peet's coffee latte cup which had a small barely noticeable badge etched below the brand. Since it was SF we complete the disguise with a scone, never a Donutland donut. I hope this is a secured thread.
I just wanted to tell the OP what happened to me today..I drove to work and left my HAT on the kitchen table! It was raining and I was running late..It was a really bad mistake and I was sent home immediately (NO HAT=NO AUTHORITY) and was given the day off WITHOUT PAY as punishment..THE CHIEF was even CALLED at home and told about my actions..I WILL NEVER FORGET MY HAT AGAIN...lesson learned...
