My first question is how do you have access to their latest burn out video?
My second question is, how do you KNOW they haven't done anything about it when you've called Crime Stoppers or the non-emergency number?
My advice would be to keep trying the numbers you're trying because it doesn't seem to be an immediate emergency.
By the way, welcome to RP from the Florida Panhandle. Usually first posts are introduction threads in the New Member Introductions forum.

i ran across their "fan page" on facebook plus they always invite me to go but i refuse to. and ill be making a introduction in just a minute. but thats how i found their videos and thats how i stay up to date on what goes on out there
Too bad the only one doing a decent burnout was the Mustang. FWD Imports can't do em for crap.
The V8 has torque that ricers can't match.
I could see a few Reckless Driving cites there ( which would be a 6 month loss of license here). Have you tried calling 911 when it was occurring as an active dangerous situation ?

no sir i have not, i dont think i want to get that involved im just shocked that i let them know of whats happening and nothing has been done at all to stop it
There is alot of prioritizing in police work. While it may seem they are ignoring you or that they don't care, it may just be that they don't have the resources available. I agree with marinepilot, keep trying maybe you'll get them when they have someone free...
Another thing to consider is actions aren't always immediate in police work, just because it doesn't appear they are doing anything doesn't mean that's the case...

I know that video would help get warrants for reckless driving where I live if the tags were obtained. I'm not sure how busy Greensboro PD is, but if it's an ongoing event, I'm sure they will intervene. If this is one night they decided to get loose out of three or four weeks, it isn't going to get much attention. I doubt the PD can sit night after night to deter the behavior.
OP has deleted the original post which shows me he/she is no longer interested in receiving replies. Thread closed.
